दुनिया में हरित चादर का आवरण लगातार घटता जा रहा है। भले ही सरकारें पर्यावरण की रक्षा करने के लिये नई-नई परियोजनाएँ लाती हैं और करोड़ों पेड़ लगाने के बाद उनका देखभाल करना भूल जाती हैं, इससे इतर हैरान करने वाली बात यह है कि भारत में अब प्रति व्यक्ति सिर्फ 28 पेड़ बचे हैं और इनकी संख्या साल-दर-साल कम होती जा रही है। समय रहते अभी भी नहीं चेते तो मनुष्य का अस्तित्व खतरे में होगा। हाल में जारी हुई नेचर जर्नल की रिपोर्ट के अनुसार, दुनिया भर में एक व्यक्ति के लिये 422 पेड़ मौजूद हैं। दूसरे देशों की बात करें तो पेड़ों की संख्या के मामले में रूस सबसे आगे है। रूस में करीब 641 अरब पेड़ हैं, जो किसी भी देश से ज्यादा हैं। इसके बाद 318 अरब पेड़ों की संख्या के साथ कनाडा दूसरे स्थान पर, 301 अरब पेड़ों की संख्या के साथ ब्राजील तीसरे स्थान पर और 228 अरब पेड़ों की संख्या के साथ अमेरिका चौथे स्थान पर है।
और देशों की तुलना के वैश्विक अनुपात के मुताबिक, भारत में सिर्फ 35 अरब पेड़ हैं यानी एक व्यक्ति के लिये सिर्फ 28 पेड़। गौर करने वाली बात यह है कि हम दुनिया भर में हर साल करीब 15.3 अरब पेड़ खो रहे हैं, यानी कि प्रति व्यक्ति के अनुसार दो पेड़ से भी ज्यादा का नुकसान हर साल हो रहा है। दूसरी ओर की तस्वीर यह है कि हम बहुत कम संख्या में पौधे लगा रहे हैं। नेचर जर्नल की रिपोर्ट के अनुसार, दुनिया भर में पाँच अरब पेड़ हर साल लगाए जा रहे हैं और जबकि हम हर साल 10 अरब पेड़ का नुकसान उठा रहे हैं।
मानव सभ्यता की शुरुआत से लेकर अब तक 3.04 लाख करोड़ पेड़ काटे जा चुके हैं। यानी कि बड़ी संख्या में आज भी पेड़ काटे जा रहे हैं। नेचर जर्नल की रिपोर्ट के अनुसार, मानव सभ्यता की शुरुआत से मौजूद पेड़ों में अब तक 46 प्रतिशत तक कमी आ चुकी है। सिर्फ इतना ही नहीं, दुनिया भर में हर साल 10 अरब पेड़ काटे जा रहे हैं।
रिपोर्ट के अनुसार, दुनिया भर में पेड़ों की संख्या में सबसे ज्यादा 45.7 प्रतिशत उष्णकटिबन्धीय और उप उष्णकटिबंधीय पेड़ हैं, वहीं बोरियल पेड़ों की संख्या 24.3 प्रतिशत है, जबकि शीतोष्ण पेड़ों की संख्या 20 और अन्य पेड़ों की संख्या 10 प्रतिशत है।
देश में पेड़ों की तेजी से गिरती संख्या पर उत्तर प्रदेश के वन विभाग के सचिव एसके पाण्डेय कहते हैं, “हमारा हमेशा यह प्रयास है कि पेड़ों की संख्या बढ़ें, मगर फैले भ्रष्टाचार की वजह से पेड़ों की चोरी और कटने की घटनाएँ सामने आती रहती हैं। कार्रवाई समय-समय पर होती रहती हैं, मगर इसके बावजूद बड़ी संख्या में पेड़ काटे जा रहे हैं।” वह आगे कहते हैं, “पेड़ों को बचाने के लिये हर व्यक्ति को हमारी मदद करनी होगी, हम अकेले कुछ नहीं कर सकते हैं। जरुरत है कि न सिर्फ पेड़ों को लगाएँ, बल्कि उसकी देखभाल भी करें। इसके अलावा कहीं भी पेड़ कटने या चोरी होने की घटनाओं पर विभाग को सूचित करें ताकि हम तुरन्त एक्शन ले सकें।”
वहीं, अब तक अलग-अलग क्षेत्रों में हजारों पेड़-पौधे लगा चुके पेड़ वाले बाबा के नाम से मशहूर मनीष तिवारी कहते हैं, “मैं यह हमेशा से कहता हूँ कि पेड़-पौधे ही जीवन हैं, किसी की भी याद में लगाई गई मूर्तियाँ ऑक्सीजन नहीं देती, बल्कि पेड़ ऑक्सीजन देते हैं। इसलिये हमें पेड़-पौधों के महत्त्व को समझना चाहिए और हर व्यक्ति ज्यादा-से-ज्यादा पेड़ लगाए।”भारतीय वन सर्वेक्षण की रिपोर्ट के अनुसार, भारत के समग्र वन क्षेत्रों में एक चौथाई उत्तर-पूर्व के राज्यों में है और पिछले मूल्यांकन की तुलना में उत्तर-पूर्व के राज्यों में 628 वर्ग किलोमीटर वन क्षेत्र में कमी आई है। देश में पेड़ों तथा वनों का समग्र क्षेत्रफल 794,245 वर्ग किलोमीटर (79.42 मिलियन हेक्टेयर) है जो देश के कुल भौगोलिक क्षेत्रफल का 24.16 प्रतिशत है।
प्रतिष्ठित मेडिकल जर्नल, द लांसेट में प्रकाशित इस अध्ययन के अनुसार, भारत में प्रदूषण से हुई मौतों के मामले में साल 2015 में भारत 188 देशों की सूची में पाँचवे स्थान पर रहा है। दुनिया भर में हुई करीब 90 लाख मौतों में से 28 प्रतिशत मौतें अकेले भारत में हुई हैं। यानी यह आँकड़ा 25 लाख से ज्यादा है। ये मौतें वायु, जल और अन्य प्रदूषण के कारण हुई हैं।
चिकित्सीय पत्रिका ‘द लांसेट’ के अनुसार, हर साल वायु प्रदूषण के कारण 10 लाख से ज्यादा भारतीय मारे जाते हैं। अध्ययन के अनुसार, उत्तर भारत में छाया स्मॉग भारी नुकसान कर रहा है और हर मिनट भारत में दो जिन्दगियाँ वायु प्रदूषण के कारण चली जाती हैं। ऐसे में वायु प्रदूषण सभी प्रदूषणों में सबसे घातक प्रदूषण बनकर उभरा है।
आईएमए के एक अध्ययन के अनुसार, दिल्ली-एनसीआर में रहने वाले लोगों की जिन्दगी खतरनाक वायु प्रदूषण की वजह से लगभग 6 साल कम हो चुकी है। दिल्ली और आसपास के इलाकों में वायु प्रदूषण अब तक के सर्वोच्च स्तर पर है। दूसरी ओर, एनसीआर में डब्लूएचओ के मानकों को लागू किया जा सका तो लोग 9 साल तक अधिक जीवित रहेंगे।
पर्यावरण का सन्तुलन बनाए रखने के लिये पिछले साल उत्तर प्रदेश में 24 घंटे में पाँच करोड़ पौधे लगाकर रिकॉर्ड बनाया गया था। इन पौधों की निगरानी करने के लिये सेटेलाइट सिस्टम का भी प्रयोग किया जाना था, लेकिन सेटेलाइट सिस्टम से पौधों की निगरानी के दावे हवा-हवाई साबित हुए। अधिकारियों का दावा था कि इन पौधों का संरक्षण किया जाएगा, मगर कई लाख पौधे देखरेख के अभाव में खराब हो गए थे।
उत्तर प्रदेश के प्रतापगढ़ जिले के लालगंज में 102 बीघे के बौझारी जंगल लोगों ने खत्म कर दिया था। ऐसे में पर्यावरण के प्रति अपने स्तर पर काम कर रहे अजय क्रांतिकारी ने पर्यावरण सेना तैयार की और उसमें पाँच हजार लोगों को जोड़ा। अजय क्रांतिकारी कहते हैं, “हमारी पर्यावरण सेना ने इस जंगल में दस हजार से ज्यादा पेड़ लगाए।” वह आगे कहते हैं, “पर्यावरण के प्रति अब हम लोगों को अपनी जिम्मेदारी निभानी होगी और लोगों को अधिक-से-अधिक पेड़ लगाने होंगे, ताकि देश में पर्यावरण की स्थिति सुधरे।”
