पिछले साल दिल्ली स्मॉग चैंबर बनी तो तमाम बातें हुई, योजनाएँ बनी, बैठकों का दौर चला मगर हम चेते नहीं। लिहाजा फिर हालात वही बन गए हैं। दिल्ली विश्व के सर्वाधिक प्रदूषित शहरों में शामिल हो चुकी है। यहाँ की हवा में शामिल जहरीले तत्व हमारी सेहत के लिये जानलेवा साबित हो रहे हैं। लेकिन अगर जनता और सरकारों का यही रवैया रहा तो आने वाले वक्त में यही स्थिति देश के अन्य हिस्सों की भी होने वाली है।
कभी-कभी मुझे लगता है कि प्रदूषण से जंग में हम हार रहे हैं। मुझे याद है पिछली सदी के आखिरी दशक के मध्य में जब हमने स्वच्छ हवा के लिये काम करना शुरू किया था तब लोगों को यह भी नहीं पता था कि वायु प्रदूषण हमारे शरीर को किस तरह और किस हद तक प्रभावित करता है।
जब हमने यह मुद्दा उठाया कि डीजल के धुएँ में मौजूद प्रदूषण तत्व कैंसर कारक भी हो सकते हैं तो एक बड़े ऑटोमोबाइल निर्माता ने हम पर सौ करोड़ की मानहानि का दावा ठोंक दिया था। हालांकि कोर्ट और सरकार ने कड़ा निर्णय लेते हुए प्रदूषण की जाँच कराई और सारा सच सामने आ गया। आज ऐसा लगता है कि हम फिर उसी दौर में लौट रहे हैं जहाँ से शुरू किया था। वायु प्रदूषण तेजी से बढ़ रहा है जबकि सरकारें इसकी गम्भीरता को नकारने में लगी हैं।
इसके समाधान के लिये फौरी कदमों की बात करें तो आज सर्वाधिक प्रदूषण फैलाने वाला ईंधन कर से मुक्त है। जबकि स्वच्छ ईंधन पर भारी कर लगाया गया है। वस्तु एवं सेवा कर अधिनियम (जीएसटी) के तहत प्रदूषण फैलाने वाले और जहरीला फर्नेस तेल इस्तेमाल करने वाले उद्योगों को पूर्ण रिफंड दिया जाता है। लेकिन प्राकृतिक गैस को जीएसटी से बाहर रखा गया है। रिफंड भी सम्भव नहीं है। मतलब, अगर उद्यमी साफ हवा में अपना योगदान देना भी चाहे तो नहीं दे सकता।
हम दुनिया में सबसे ज्यादा प्रदूषण फैलाने वाले ईंधन पेटकॉक (पेट्रोलियम इंडस्ट्री का सह उत्पाद है, जिसमें हेवी मेटल्स के उत्सर्जन और सल्फर की अत्यधिक मात्रा होती है) का अमेरिका से आयात कर रहे हैं। अमेरिका में यह प्रतिबन्धित है, लेकिन हमें कोई समस्या नहीं है। चीन ने भी इसका आयात बन्द कर दिया है। लेकिन हमने ओपन जनरल लाइसेंस के तहत इसकी इजाजत दे रखी है। तीन साल पहले हमने इसका 60 लाख टन आयात किया था।
पिछले साल मार्च के अन्त तक हमने इसमें बड़ी वृद्धि करते हुए 140 लाख टन का आयात किया। यह हमारे घरेलू उत्पादन के बराबर है जो करीब 120-140 लाख टन है। इसके इस्तेमाल पर रोक लगाने के लिये कोई कदम नहीं उठाए गए हैं और न ही इसके इस्तेमाल के मानक तय किये गए हैं।
इसके बाद दीर्घकालिक एजेंडा आता है। प्रदूषण में ऑटोमोबाइल का सबसे ज्यादा योगदान है। मौजूदा समय में प्रयास हो रहे हैं कि पहले उत्सर्जन मानकों और हवा की गुणवत्ता में सुधार किया जाये, फिर वाहनों पर सख्ती बरती जाये। लेकिन यह काफी नहीं है। भले ही हम हर वाहन से उत्सर्जन कम कर दें मगर सड़क पर वाहन बढ़ते जाएँगे तो सारा प्रभाव बेकार चला जाएगा। इससे बचने का एकमात्र उपाय सार्वजनिक यातायात में बड़े पैमाने पर सुधार है। लेकिन पिछले कई सालों से दिल्ली में एक भी बस नहीं बढ़ाई गई है।
राष्ट्रीय राजधानी क्षेत्र में इंटर सिटी पब्लिक ट्रांसपोर्ट नहीं है। मैं जरूरी मगर लागू करने में मुश्किल श्रेणी में सड़क और निर्माण कार्यों की धूल तथा कूड़ा जलाने को भी सामिल करुँगी। मशीनी सफाई कर्मियों के पास उस स्थिति में कोई जवाब नहीं होगा जब हर क्षण सड़क की खुदाई या सड़क ही नहीं होगी। सरकारों को अपना काम एक साथ करना होगा। ठंड के महीनों में ही नहीं बल्कि पहले और हर समय समस्या के निदान के लिये काम करना होगा। कूड़ा जलाने के साथ भी यही है।
हम अधिक चौकसी से आग लगाने की घटनाओं को नियंत्रित कर सकते हैं। पंजाब, हरियाणा और उत्तर प्रदेश सहित अन्य राज्यों में पराली जलाने की जो समस्या है, उसका भी समाधान मुमकिन है। इसके बाद किसानों के पास पुआल के उपयोग का विकल्प भी उपलब्ध हो जाएगा। फिर से कहना चाहूँगी कि छाती पीटने से कुछ हासिल नहीं होगा। कार्रवाई की जरूरत है। मुश्किल समस्याओं के समाधान के लिये उपाय भी मुश्किल भरे ही होते हैं।
